Problem Administrator login from Admin.php page

Description

When define a new user and set access to Administrator(NOT Super Administrator!). When login from INDEX.PHP, and click to "Control Panel" link (admin.php) I can see control panel and all things OK!

But when I want to login direct from admin.php page, see below message :

Currently you don't have permission to use Control Panel.

Please check this bug.

I found that when set Control Panel access to user, my problem solved.

But I have a question, When I set an access to an administrator user(for example use a Blog gadget).I think it's obvious that access to control panel must set as auto.
