Adding ftp support

add ftp user/password for use it in safe mode, and another task.
location for this feature is Settings gadget.
options:
1. username
2. password
3. ftp address
4. endable/disable

and provide interface, named JawsFTP.php for exec common ftp command.

I'm not sure what you mean, do except the end user to setup a ftp server so jaws can transfer from their server to the jaws one ? I really doubt many users will have a ftp server, but well, there is a ftp class in PEAR so you don't have to do most of the heavy work.

Lets move this to wishlist since the rest of the safe_mode tickets are there.
